Question: HFSS is pulling an optimetrics license even though I have no optimetrics or parameters setup in the project.

  Answer: This is expected behavior when there are Derivatives used in the Setup. The solution is to uncheck the box in the Derivatives tab and it will run without pulling the Optimetrics license.
