ParticipantBorrowing for EBU (like HFFS, Maxwell, …) does not use the Client ANSLIC_ADMIN Utility, but rather it uses the AnsBorrow.exe from the ANSYS EM installation directory on the Client machine: in ANSYS EM 2019 R2, You can find Borrow utility (AnsBorrow.exe) under “AnsysEMShared FilesLicensingwinx64”.
