      This is almost definitely a graphics card issue. Run this tool: http://files.spaceclaim.com/DxDiagTool.exe and then it should tell whether or not graphics card is supported. It will also tell the date of driver. Maybe updating the driver might help. Also, if the user is on a virtual machine or anything like that, then this might also be a cause for graphics not available.
